I'm running STS-125, just made my way to the Manipulator foot restraint. I've twisted and turned on it but don't seem to get any reaction. Is there something I should be looking for?

Did you try with the key "Z" on the keyboard to make the trigger globe visible. It is spoiling, but sometimes helpful.

I worked my way up to your problem in the mission.
Position your astronaut so the arrow goes through his head.
Then move the figure vertically until you almost reach the ground.
The trigger is very far down!
