STS-41C FSS will not release S. Max

Hi community,    I am having a problem in STS-41C getting the S. Max redeployed. The FSS will not release it.  I have placed the SMS correctly in the FSS, done the repairs and grappled it with the RMS.  I have released the FSS latches and get the comm (1186) to remove the SMS from the cargo bay.
The SMS is stuck and will not move.

If anyone had this problem please tell me how you dealt with it.
