if you would've read the FAQ, you would've seen this part:

  What about an "active" Virtual Cockpit?:  Active gauges, yes. Regarding the possibility to operate the SSM2007(tm) from the Virtual Cockpit - that is technically possible but we think it is very uncomfortable. The panels are extremely sharp and readable, but the problem is that it is not so easy to operate those hundreds of switches in Virtual Reality. We are considering the options for a reasonable and usable compromise.

So yes, these switches are dummies and are only a visual aid to help you find the right panel. The gauges are functional however, so you can enjoy a nice view during launch while still monitoring your systems for example

If you refer to the 3D Cockpit, then yes, the switches and buttons are graphics, not real 3D switches. We have discussed the possibility of adding active 3D controls in the 3DVC in another thread. Please do a search before shooting from the hip
